OBJECTIVE AND MISSION

The  Legal Service’s mission is to provide legal advice to the Rector, General Secretary, Manager and Vice-Rectorates, as well as to represent and defend the interests of the University before any Public Administration of the administrative, governmental or judicial order, legal entity or natural person when requested.

FUNCTIONS 

  1. Consultative and advisory functions in the following areas :
    • Regarding public procurement:
      • Report the administrative clauses of contracts subject to Administrative Law.
      • Prepare any other reports that are required by the regulations governing public procurement.
      • Legal advice to the contracting authority, as well as assistance to the Contracting Committees.
      • The performance of the verification of powers requested for the purpose of the tender in procurement files.
      • The direction, control and management of the UMH Register of Bidders.
      • The processing of special appeals in matters of contracting that are filed.
      • Any other action that may be requested in this area.
    • Regarding urban planning and infrastructure at UMH :
      • Actions related to urban planning, management and discipline, licenses and taxes derived from construction or from the UMH’s own activity.
      • Advising, monitoring, managing and processing the interests of the University before the state, regional or local Administration.
      • The legal processing of land ownership, its management and registration in the Cadastre and in relevant registers and the Declaration of New Construction of the UMH buildings.
      • The processing of construction damage claims.
      • Any other action that may be requested in this area, and/or requirements of public entities and bodies, related to the infrastructure of the University and the urban planning area in general.
    • Acts of disposal of university assets.
    • In matters within the competence of the Secretary General:

      • Legal advice and support to the Secretary General in matters within her competence.
      • Advice, monitoring and control of Technology-Based Companies.
      • Agreements with public or private entities.
      • Electronic administration.
      • The completion before the Spanish Data Protection Agency of the procedures for legalizing the processing of personal data carried out at the UMH.
      • Rectoral Resolutions.
    • Legality Control
  2. Reports on matters that are required by law, or because the governing bodies deem it necessary.
  3. Representation and defense of the University’s interests before any Public Administration of the administrative, governmental or judicial order, legal entity or natural person when requested.
